National Council on Teacher Retirement Announces New Officers

ELK GROVE, Calif. – Brian Guthrie, Executive Director of the Teacher Retirement System of Texas (Texas TRS), was installed as President of the National Council on Teacher Retirement (NCTR) at its 97th Annual Conference in Nashville, TN.

Guthrie’s one-year term began on October 15.Guthrie has served with Texas TRS for more than 11 years. Guthrie has an extensive background in government, legislative relations, budgeting and finance. Prior to joining TRS, he worked in the Texas Governor’s Office of Budget, Planning and Policy for eight years; served as budget advisor to two lieutenant governors; and began his career at the Legislative Budget Board. In addition to his familiarity with state budget policy, Guthrie has also worked on higher education, criminal justice, public retirement systems, and state health insurance issues.Guthrie succeeds past president Roger Rea, Vice President, Omaha SERS.

In addition to the installation of president, newly elected NCTR Executive Board members include: David Keefe, Chair, New York STRS; and Marshall Thompson, Trustee, Minnesota TRA. Reelected members include Debbie Simonds, Board Chair, TRS of Georgia; and Janis Elliott, Chairperson, Nebraska PERS.

NCTR is an independent association dedicated to safeguarding the integrity of public retirement systems in the United States and its territories to which educational employees belong and to promoting the rights and benefits of all present and future members of the systems. NCTR’s mission is to be “THE Resource for fostering strategic partnerships, providing training and pension advocacy for the educational community.”
