The United States Office of Management and Budget (OMB) has finalized its revisions of the agency’s Uniform Grants Guidance, which defines pension cost principles for federal grants and awards. While the final regulations address virtually all the objections that NCTR and other governmental employer, employee and plan organizations had with OMB’s proposed changes, there is still language that may prove to be problematic for all retirement systems and public employers—as well as public education, in particular.
